Organizational Structures Developed by Radio Free Africa (RFA) in Response to the Digital Communications Technology Era: A Tanzanian Case Study
This study assesses the organizational structures developed by Radio Free Africa (RFA), a leading private radio station in Tanzania, in response to the digital communications technology era. Anchored primarily in Media Convergence Theory, with complementary insights from Technological Determinism, the research employed a qualitative interpretivist paradigm and descriptive case study design. Data were collected through in-depth interviews, focus group discussions, and documentary analysis involving 23 purposively selected participants drawn from RFA management, editorial staff, technical personnel, digital teams, and external stakeholders. Findings reveal that RFA implemented three interconnected structural adaptations: decentralization of management systems and affiliate operations, establishment of specialized digital departments, and comprehensive workforce restructuring accompanied by reskilling initiatives. Decentralization enabled greater operational autonomy for regional affiliates while maintaining strategic coherence under the Sahara Media Group. The creation of independent digital units facilitated cross-platform content production, social media management, and audience engagement. Workforce changes involved multi-skilling of existing journalists, recruitment of digital specialists, and continuous training programs to address skills gaps. These structural responses allowed RFA to blend traditional community-oriented radio strengths with digital innovation, supporting hybrid revenue models and editorial continuity. Nevertheless, persistent challenges including high infrastructure costs, platform dependency, residual skills gaps, and resistance to cultural change constrained full institutional transformation. The study concludes that organizational sustainability for conventional African broadcasters depends on adaptive structural flexibility that preserves core professional values while embracing technological convergence. The findings offer context-specific insights for media managers, policymakers, and training institutions across the Global South navigating digital disruption.
