Emerging Digital Platforms and Dynamics of Youth Radicalization in Kenya
The Kenyan government has enacted a number of laws to curb terrorism such as the Prevention of Terrorism Act (2012) and the Security Laws (Amendment) Act (2014). This notwithstanding, the swift development of new digital platforms has changed the nature of youth radicalization and posed new challenges to counterterrorist efforts. This study analyzed how the emerging digital media has contributed to the nature of youth radicalization in Kenya based on an evaluative approach. The three objectives that guided the study were to investigate the use of emergent digital tools by extremist groups to radicalize youth; to determine the factors that make youth vulnerable to online radicalization, and to determine the effectiveness of youth counter-radicalization measures in the digital age. The research design was a mixed-methods research design grounded on the Social Identity Theory and Systems Thinking Theory. Structured questionnaires were used to gather quantitative data on youth between 18 and 35 years, quantitative data were collected using interviews with key informants, such as the security practitioners, the community leaders and the civil society actors. The study was conducted on selected urban and high-risk counties in Kenya. The results demonstrated that extremist organizations actively used the prominent digital platforms like WhatsApp, Tik Tok, YouTube, Instagram, and X (Twitter) to spread the recruitment messages. Unemployment, poverty, social exclusion, identity issues, and low levels of digital literacy were the main factors leading to youth vulnerability with regard to radicalization. Although there were various counter-radicalization programs, they were not totally effective since there was lack of awareness, coverage and adaptation to the shifting digital environments. This study found that the emergent digital platforms were central to youth radicalization in Kenya and the existing counter-radicalization strategies were not adequate when they were not encompassed with general socio-economic interventions. The research proposed a holistic and integrated solution which integrates digital literacy, economic youth empowerment, reinforced online counter-narratives, and enhanced multi-stakeholder cooperation as practical solutions that can tackle youth radicalization in the digital era.
